The discovery of the weaknesses in South Korea caught officials in both countries off guard. As South Korea has rocketed into the ranks of the world’s top economies, it has invested billions of dollars to bolster its defenses and to help refine one of the oldest war plans in the Pentagon’s library: a joint strategy with the United States to repel and defeat a North Korean invasion.

The well has been leaking oil at a “best initial” estimated rate of 12,000 barrels to 19,000 barrels a day, Marcia McNutt, head of a U.S. governmental panel, said today. At the midpoint of that rate, the well has exceeded the 262,000 barrels spilled by the Exxon Valdez in 1989 and the record 300,000- barrel spill by a tanker off the Oregon coast in 1968, according to statistics from the American Petroleum Institute.

China’s policy of freezing its currency to the dollar had been a major point of contention in recent months, but both countries used their two-day Strategic and Economic Dialogue to shine a spotlight on other trade irritants, from US export controls to a Chinese innovation programme. On the political side of the talks, they agreed on the importance of stability on the Korean peninsula after North Korea’s alleged sinking of a South Korean naval vessel. Though short on specifics, the S&ED appeared to have served its primary purpose of steadying the vast and sometimes rocky China-US relationship, which went into a dive earlier this year. In his closing remarks, Geithner welcomed a pledge by China’s top leaders to pursue currency reform as part of a broader agenda aimed at boosting domestic consumption and helping rebalance global growth.

The unfolding drama of the Brazil-Turkey nuclear deal and the Obama Administration's reactive push to move a draft sanctions resolution in the United Nations Security Council will have profound effects on the character of international relations for years to come. At least two such effects warrant particular attention.

First, for those in official Washington or anywhere else who still doubt that the "post-American world" is here, the deal to refuel the Tehran Research Reactor (TRR) brokered by Brazil and Turkey should serve as a blaring wake-up call. Two rising economic powers from what we used to call the "Third World" have now asserted decisive political influence on a high-profile international security issue. And, in doing so, they have signaled that Washington can no longer unilaterally define terms for managing such issues. As a consequence, President Obama's most serious foreign policy challenge--repairing America's image as a global leader--just got more daunting. Second, by answering Brazil and Turkey's extraordinary diplomatic effort with an arrogant assertion of the P-5's power to demand the rapid imposition of new sanctions on Iran and reinstating a demand that Iran must suspend enrichment to avoid new sanctions, the Obama Administration is following a course that could inflict serious damage not only on America's global standing, but also on the legitimacy of the Security Council itself.

The near-trillion dollar EU-IMF bailout for Greece and other weakened Eurozone nations was meant to "shock and awe". It achieved the intended effect, at least early this week. Indian shares gained the most in Asia piggybacking on a big global markets rally, with the Sensex on Monday swinging to a 10-month high after a week of bearish sentiments. With Portugal, Spain, Ireland and Italy threatening to catch Greece's flu, investors had been spooked everywhere. The global economy's recovery is still fragile. That this rebound won't be derailed courtesy resolute action the US, UK and Japan have also unlocked liquidity channels got a thumbs up from the bourses.

While letting Greece sink was never an option, EU members have shown grit about sticking together. This was key to rebuilding market confidence in their ability to tackle any sovereign debt issues and shield the euro. But are Europe's troubles over? Not just yet. The bailout package may have political costs for individual governments. It's resented in many European societies, including big player Germany. As for Greece, austerity-related conditionalities mandating deep cuts in public spending that'll affect workers are unpopular. Protests against them may not subside anytime soon. It's also felt that easy aid flow to loan-hungry European nations could deepen their long-term indebtedness apart from fuelling inflation, unless fiscal discipline and institutional reform go hand in hand.

For India, the EU's a hefty trade partner and investor. Besides, Europe makes for over a fourth of its exports. So, we can't but be concerned how the Greek drama plays out. But if the issue is contagion, it may be said that India's relatively insulated. If anything, since the US subprime crisis broke in 2008, emerging economies and growth engines like India and China have looked in top form as investment destinations. Concerning Greece's more recent turmoil, policymakers rightly say India's stock can only rise further with global funds seeking secure parking lots. It's no accident the government is said to be considering hiking the FII limit in the domestic debt market.
