THE Obama administration has initiated a last-ditch diplomatic campaign to avert a confrontation over a Palestinian plan to seek recognition as a state at the United Nations, but it may be too late, according to senior US officials and foreign diplomats.

The administration has proposed renewed peace talks with the Israelis, hoping to persuade Palestinian president Mahmoud Abbas to abandon the bid at the annual UN General Assembly world leaders' gathering beginning on September 20.

The administration has made it clear to Mr Abbas that it will veto any request to the UN Security Council to make a Palestinian state a new member outright. But the US does not have enough support to block a General Assembly vote to elevate the status of the Palestinians' non-voting observer ''entity'' to that of a non-voting observer state. The change would allow the Palestinians to join UN bodies and conventions, and could strengthen their ability to pursue cases against Israel at the International Criminal Court.
