The escalation is being undertaken in the hope of landing a decisive blow against the Taliban before handing over security to Afghan control in 2014, under a deal signed yesterday at the annual NATO summit.

The move to more conventional warfare was a significant shift for General David Petraeus, commander of NATO forces in Afghanistan and the author of the US army counter-insurgency manual, which advocates victory through winning the hearts and minds of the Afghan population.

For such a strategy to succeed requires a credible Afghan government and for Pakistan to end its role as a haven for the Taliban. General Petraeus's advisers have concluded neither goal is in sight.
