WASHINGTON: In a revelation that adds to a lingering sense that US law enforcement and intelligence agencies were inept about tracking and coordinating terrorism investigation with their Indian counterparts, it transpires that the FBI was tipped off on David Coleman Headley's training with Lashkar- e-Taiba (LeT) in Pakistan at least three years before the Mumbai attack. The FBI did little about the tip, which came from Headley's wife.

She reported Headley to the FBI after a domestic dispute in 2005. This led to the LeT terrorist's detention. But he was let off, possibly because of prior links to US agencies as an informant. In the four years between his wife's warning and Headley's eventual capture, LeT sent him on reconnaissance missions around the world, including Mumbai, according to investigations by ProPublica, an independent nonprofit newsroom.

Headley was jailed briefly in New York on charges of domestic assault but was not prosecuted. He wasn't arrested until 11 months after the Mumbai attack, when British intelligence alerted US authorities that he was in contact with al-Qaeda operatives in Europe .
