The president, addressing a joint session of Congress , told it and the larger audience tuning in, “We will rebuild, we will recover, and the United States of America will emerge stronger than before.” Toward the end, in a poignant moment, he described a letter from a young girl asking for help for her school in Dillon, S.C., and he repeated a line from it: “We are not quitters.” It brought down the house – or, shall we say, the House. But the speech was tinged with what thus far has been a hallmark of the Obama administration: the desire to not paint an overly rosy picture. Mr. Obama included plenty of concern for the hazards ahead, just not as much doom and gloom. Or at least, that was the snapshot poll reaction: A CNN survey taken immediately after the speech found that 85 percent of those who watched came away feeling more positive about America’s direction.

If it has the desired effect of creating or saving up to 4 million jobs and kick-starting the economy, the package will be judged a smart move akin to President Bill Clinton's economic plan that was hotly debated back in 1993. Clinton's decision to raise taxes to balance the budget was seen as the foundation of the U.S. economic boom of the 1990s. If it does not, opposition Republicans will be able to argue that Obama should give more consideration to their ideas, which focused on tax cuts. A lack of an economic rebound will provide fodder they'll use against the Democrats in the 2010 mid-term elections.

The president plans to swiftly sign the measure approved late Friday night by the Senate, following its passage by the House earlier in the day – clearing Congress largely along party lines.

"I will sign this legislation into law shortly,'' Obama said in his weekly radio and Internet address this morning, "and we'll begin making the immediate investments necessary to put people back to work doing the work America needs done.'' Although Obama had courted Republicans to support the plan, it passed the House on Friday by 246-183 without a single Republican vote, and it passed the Senate by 60-38 with the help of just three Republican senators. Republicans have denounced the president's American Recovery and Reinvestment Act as too laden with big spending and too short on tax relief. Sen. Lisa Murkowski (R- Alaska), delivering the Republican Party's radio and Internet response to the president today, said: "Republicans have been supportive of a stimulus plan all along. Yet, over the past few weeks, a serious difference of opinion has emerged over what an economic recovery plan should include. Democrats, it seems, settled on a random dollar amount in the neighborhood of $1 trillion and then set out to fill the bucket.'' The votes capped a week in which Obama had traveled through four states in the promotion of his plan – from Elkhart, Ind., where unemployment has passed 15 percent, to Fort Myers, Fla, where the economy has taken a tough toll on the housing market, to Springfield, Va., where work is underway on a new parkway serving a national security facility, and to East Peoria, Ill., where the Caterpillar company has laid off workers but hopes to rehire them with federal help.

His initial entrance couldn't be more theatrically high-flying, but let's not spoil too much of the surprise. Once on stage, he struts and swaggers. His movements suggest a gunfighter at the OK Corral. So does his twangy sagebrush accent, which is right in line with Bush's reinvention of himself as a tried and true Texan — who happened to have been born in Connecticut and then went to Yale University.

WASHINGTON -- With bad employment news mounting and an insistent president urging quick action, the Senate was to reconvene this morning in hopes of passing a compromise on a sweeping economic stimulus bill that could create or save more than 115,000 jobs in Michigan.

The stumbling block Thursday was the 10-year price of the stimulus plan being debated in the Senate -- more than $900 billion -- fueling Republican demands that it be scaled back. "The time for talk is over," President Barack Obama said Thursday, noting a report that unemployment claims jumped to 626,000 last week, a 26-year high and up 78% from a year ago. National employment numbers are due out today and are expected to indicate a national economy still slipping toward depression.

WASHINGTON - Seeking to jump-start the housing market, the Senate added new tax relief for homebuyers to its $900 billion economic stimulus bill yesterday as the legislation moved toward a final vote.

Johnny Isakson , a Georgia Republican, represents a significant victory for Republicans. GOP lawmakers have complained that the package includes few of their priorities for easing the economic crisis, including more help for the housing sector, which has been devastated by foreclosures and the frozen credit market. The Isakson proposal would allow a tax credit of 10 percent of the value of new or existing residences, up to a $15,000 limit. Current law provides for a $7,500 tax break but only for first-time homebuyers. It would add $19 billion to the package's $900 billion price tag.

WASHINGTON (CNN) -- President Barack Obama on Tuesday admitted he made a mistake in handling the nomination of Tom Daschle as his Health and Human Services secretary, saying Daschle's tax problems sent a message that the politically powerful are treated differently from average people.

Daschle, the former Democratic leader in the U.S. Senate, withdrew earlier Tuesday as news that he failed to pay some taxes in the past continued to stir opposition on Capitol Hill. "And, I take responsibility for it and we're going to make sure we fix it so it doesn't happen again." Daschle had apologized Monday for what he said were honest mistakes, calling them an embarrassment. The series of errors included improperly reporting $15,000 in charitable donations, failing to list $80,000 in lobbying income due to what Daschle said was a paperwork error and not reporting a car and driver loaned to him by a friend and business associate as income.

Obama said the elections for the provincial council seats were significant, peaceful and important steps toward Iraqis taking responsibility for their future. His statement did not address complaints from local officials that the Shiite-led government attempted to keep the minority Sunnis from full participation. "Millions of Iraqi citizens from every ethnic and religious group went peacefully to the polls across the country to choose new provincial councils," Obama said in a statement released by the White House. "It is important that the councils get seated, select new governors and begin work on behalf of the Iraqi people who elected them." Obama also noted that the U.S. provided technical assistance to the Iraqi electoral commission, as did the U.N. and other international groups. He didn't, however, mention the U.S. troops that patrolled the country — away from voting booths — while the new Obama administration in Washington considers a new strategy for the unpopular war in Iraq.
